That changelog refers to the HEAD revision of TSVN. You can download and
install the nightly build if you want to use it now. It is a pre-release
version of 1.2. You can set that in TortoiseMerge's settings, not the
main TSVN settings. Get to TMerge's settings from within TMerge itself.
