OK, so you know why it happens. Nevertheless I point you to:

ang=en>, since this FAQ contains some hints how to work around the problem.

TortoiseSVN isn't failing. The Subversion libraries are already throwing
that error which TortoiseSVN is only passing on to the user. There is no way
for TortoiseSVN to gracefully resume the operation. If you ask the
subversion devs why this happens, they're going to tell you that they are
not going to work around broken behaviour on windows.
