[TSVN] Build 3625 constantly refreshing explorer

This is the same folder structure I've detailed in other posts:

Common (versioned folder)

|--- External 1
|--- External 2
|--- External 3
|--- External 4
|--- External 5

Common contains no versioned items itself, it is more just a container
for the externals (which do actually reside in the same repo as the main
project).

I have a file modified in External 4. I browse to 'Common' in explorer.
  For this, I kill TSVNCache when I get there so it starts up 'empty'.

Press F5 and the original overlays disappear as the cache is killed.
Pressing it again causes them to re-appear as the cache is re-started.

Explorer then proceeds to constantly refresh the display. I got bored
counting after 100 refreshes. It does appear to settle down at some
point but I don't know when that is.

It doesn't happen for a folder that contains versioned items, only for
'Common' which only contains externals which are effectively separate
working copies.

FYI: This is the same folder that doens't get a modified icon when one
of the externals has a modified icon until I browse in to that external
and then back out again. Are you sure there isn't a problem with
folders such as this that only contain externals and nothing else?
