[TSVN] Localization Toolchain, PO Files

Hi Steve,

Do you know of a good introduction into the localization tool chain on
Windows? I mean the tools that deal with POT and PO files. You are using
these techniques for TortoiseSVN, so I assume you know these tools. My
research on the web mainly reveals detailed descriptions of the command
line options of some of the msg* tools and their man pages, but I am
having trouble spotting the "big picture". Is there an URL you can give
me as a good starting point?
