Bug in repo browser? If you show log for the repo top level, find the
rev that needs tagging and then select 'Create tag from this revision'
in the context menu, the branch/tag dialog tries to make a copy from
HEAD, not the selected revision.

Also, in this instance the wording at the top about a WC at http:// ...
is misleading as I do not need a WC to do this from repo browser.
