[TSVN] Can't change Properties when added svn:needs-lock=*

Hallo,

when I add the Property svn:needs-lock to a document and commit it, the it is correctly locked.

After that I choose "GetLock" and change the one subversion property which was already set (i.e. doc-autor from unknown to my name).

When I commit the document I get an error:

commit failes (details follow)

at least one property change failed; repository is unchanged.

Is this an error in tortoise 1 or in subversion? How can I change the property?
