Sorry, that's not 100% clear...

In the example this documentation references (copied from
svnbook), userfile has to exist in the same location as
svnserve.conf - because there is no relative or absolute
path referenced.

However, as Geoff said, it can exist elsewhere, so you could
change the example to ./userfile to demonstrate this?

Caveat: if you reference an absolute path it must be done
/the/unix/way, using \ or drive letters will not work.
