[TSVN] Win 98 version

Hello,

I have a bare-bone version of Win98 with IE 5.0.

I downloaded Version 1.1.6.3220 for Win98/Me from
http://tortoisesvn.tigris.org/download.html

The file is:
http://download.berlios.de/tortoisesvn/TortoiseSVN-1.1.6-MBCS_svn-1.1.4.msi

But I dont think I can use msi to install TortoiseSVN (well its not installing).
Do I need to install something else e.g. IE 5.5 or more?
