Actually, it's my understanding that the TSVN nightlies are built
against the latest revision of subversion. This last build with
Subversion r14551, according to the file

http://mapcar.org/tsvn-snapshots/latest/Update.txt

And I also happen to be using Subversion 1.2 rc2 and the command
line tools seem to work properly, as oppose to TSVN 1.2 r3191 which
is not.
