I am having the same problem. Ironically, I thought it was because I did
a build that contains this "fix". In theory, the fix was just supposed to
fix svn info URL:// which is a read operation, when the repos did not
require authentication for reads.

I have been chatting with the svn devs on IRC about this, and they had me
post it to the dev@ list so they can look at it later.

So I do not think this is a TSVN issue. I think it is just what happens
in TSVN when it receives a NULL for the lock owner after doing a lock.
