You can do this without even being an observer by sending mail to the
address Stefan mentioned with subject 'subscribe'. But be warned if you
have a low bandwidth connection: there are quite a few doc translation
commits going in at the moment which are sometimes a few hundred kbytes
each. Each commit email contains the unified diff.
