[TSVN] More locking menu stuff

Hi Stefan,

Also in the 'Check for modifications' dialog, 'Get lock' appears in the
context menu for files which are already locked in that WC. Naturally if
you try to get a 2nd lock it fails.

If you release a lock, the 'Check for modifications' dialog does not
update and still indicates the lock as present, unless you contact the
repository.
