[TSVN] Read-only overlay

Do we have plans to modify the overlay we ship for the read-only status? I
think I recall Stefan just put the lock icon there as a place holder. It
really does not make any sense to see a locked pad-lock and then take a
"Lock" option to remove it. The logic is backwards.

I would suggest we implement an icon that is essentially trying to say
"Read-only".

I am not really an artist but I would propose an icon as shown in the
following screenshot.

Also, I still think there should be an overlay for when a lock is held on
a file but it has not been modified locally. The existing lock icon would
be good for that.
