It _is_ a complete sentence, but it is quite a long one.

And this suggestion is even longer, but broken down a bit ...

svn:needs-lock
Set this to any value (e.g. '*') to enforce locking for this file.\n
The file will be set to read-only when checked out or updated,\n
indicating that a user _must_ acquire a lock on the file\n
before they can edit it and commit changes.

I know locking is not strictly _enforced_ but it is good enough for the
hint. Also note that 'acquire' has a 'c' in it.
