"svn:needs-lock\n
If this property is set, the file will be made read-only for all users to indicate that a lock has to be acquired before the file can be edited.\n
Removing the property will remove the need to lock the file before editing.\n
The desired locking-behaviour will take effect on the server after the change to the property has been comitted. For full effect on the client-side, other users will have to update their working copies after the commit.\n

The actual value of the property is not relevant, you can set it to e.g. '*'.\n"
