I am using WebDAV via IIS on Windows XP Pro. Tortoise is TortoiseSVN 1.1.4,
Build 2953, UNICODE. Since I am essentially using a file share to access a
local repository, I do not know where I would set up any hooks...

Ok, I see the new context-menu option, but it does not work - I get the
Repository has not been enabled to accept revision propchanges messages.
