If you are using WebDAV I assume you use Apache2. This means you are
using a server environment, too.

Which TortoiseSVN version do you use? This behavior was changed in the
nightlies (the 1.2.x branch) which include now a "Edit Log" and "Edit
Author" context menu entry.
