The choice on whether to steal the lock should be made *after* the user
knows exactly which locks need stealing, not before. Maybe someone else
reserved a lock in the time between when someone decided a lock needs
stealing and when they run the command, thereby causing the second user
to "accidentally" steal this new lock.
