[TSVN] OpenSSL 0.9.7f and apr 0.9.7

I noted that TortoseSVN (and Subversion as well) is one version
behind on the latest APR and OpenSSL stable releases. So I
replaced the dll's on my Windows (XP) machine. Everything
works fine, as far as I can see, only the About dialog
still shows the apr 0.9.5 resp OpenSSL 0.9.6.

Actually, this is about two things:
- Suggesting to upgrade APR and OpenSSL to the latest version.
- Suggesting to make the About dialog display the version
  actually running, not the version TortoiseSVN was compiled with.
