No it does not. 'svn commit' takes as many paths as you like. 'svn help
commit' gives you
    usage: commit [PATH...]
See the ellipsis after PATH (...)?
They indicate you can commit more than one path at a time (as long as
they all reside in the same repository), and they will all be commited
in one single atomic commit.
