Sorry for my previous mail. You are absolutely right. I answered too
fast without trying it for myself.

I could reproduce that now. You can't move a file which was moved
before. Only the export options are shown.

TortoiseSVN 1.1.3, Build 2933, UNICODE

Moving not yet committed files is difficult. It is not possible to move
a file to a just added folder (which was not committed yet).

A "workaround" is to use revert on that file to get it to it's old
location, but you will loose your file changes, too.
