Would probably help if I mentioned how I did. Hrm.

1. Force-kill TSVNCache. Use a tool that can do this, probably any
version of kill that will attach as a debugger. I use one from the
NT4 resource kit. Force-killing causes the 'cache' file to not
appear.
2. Immediately thereafter, right-click a WC folder. Mine happens to
be on the desktop.

Et voila..

Still working on a SMP system, still using rev 2923.
