Have you read the instructions on how to setup a windows svn server
with apache on tortoisesvn.tigris.org?

You need to install the subversion binaries (server) on the computer
you intend to use as server. Your clients only need TSVN or whichever
subversion client they prefer.

TSVN can access (read and write) subversion repositories served with
any of the availible protocols.
