As of revision 2792, diffing against a missing file isn't possible anymore.

I don't like that idea. Doubleclicking in the commit dialog usually
starts TortoiseMerge, which is very fast. But opening a file with the
default application can be very slow! Sometimes, simple "text" files are
associated with a big IDE which takes a long time to start up.
