But it should be called an 'Issue' tracker. Not all issues are bugs.

Public visibility of all our ToDo lists would be a good thing. Stops
people worrying that their requests are disappearing into a big black
hole.

We need the same sort of system that SVN has, which is that issues
_must_ be discussed on the mailing list before being entered in the
database. Of course coders with commit access (Stefan & Will) can enter
their own known bugs and future plans without asking, but everyone else
has to consult first.

Sounds good to me.

There is an even simpler way, which is to have a global ToDo & Issue
list as a simple text file(s) in the repository, and write access is
then automatically restricted to committers. I like simple solutions,
but I will probably like the issue tracker once I start using it.
