[TSVN] PROPFIND errors with HTTPS on 1.1.3

Hello,

I'm running a subversion server, version 1.0.9 (r11378). All access is
via Apache. I restrict a large group of remote users to access though
HTTPS. Most of the users I support are using TortoiseSVN. When some of
them started to use version 1.1.3 they got the notorious PROPFIND errors
while using the repo browser. I was able to recreate the problem myself
with version 1.2.3 but not with 1.1.2. After noticing that only the
remote users where complaining, I was able to further isolate the
problem to connections over HTTPS.

In addition to the PROPFIND errors while attempting to browse the
repository, users also received errors while doing commits, but updates
reportedly worked -- I did not investigate this myself.

The specific error in the repo browser looked like:

https://172.17.1.95/repository/dev/Long Name WithSpaces/NameNameName/Error * PROPFIND request failed on '/' PROPFIND of '/': authorization failed (https://172.17.1.95)

I did my tests on windows 2000 SP4 but many of the users are using XP.
I haven't had a chance to try one of the nightly builds yet; I'm sure
you'll feel free to give me a noogie if you've already fixed the problem
. . . maybe "noogie" isn't an internationally recognized term:

I also wasn't able to find any reference to this issue on the mailing
lists. I wonder if this error doesn't occur with more recent server
versions, since it seems like the kind of thing that would get noticed.
