Actually, that's a pretty good idea. The shared hosting service I use does something like that where a FAQ search is run on a trouble ticket before it's submitted, with results and an option to "submit the ticket anyway" presented to the user before the ticket is submitted. It's relatively unobtrusive and would probably cut down on the redundant FAQ submissions significantly.
