The crashreports should be sent to
crashreports at tortoisesvn.tigris.org

I know. In the next release, the crashreport will be able to fill the
"to" field in the Thunderbird too.

No need to send that crashreport. That's already been fixed in HEAD. You
could try a nightly build if you want.

If you repository is on a network share, you have to use file://// (four
slashes) or maybe even file:////\ to make this work.
