Short answer: No.

Long answer: TSVN uses the same libraries that the subversion command
line client does. In that sense it is a CLI replacement. If you only
want to access someone else's remote repository then you will not need
the CLI. However, it is sometimes useful to have the raw command line
tools available, particularly for admin tasks as TSVN does not replicate
all the admin commands. For example if you need to dump/load
repositories, sort out any problems with BDB repositories, etc. And if
you want to report a bug you may be asked to try the same thing from the
command line to isolate TSVN bugs from SVN bugs. So for repositories
that you don't administer, no. For initial testing/evaluation, no. For
admin purposes, yes it is useful.
