When I've looked at context menu delays, they've generally turned out to be
because there are a whole load of shell extensions being loaded then
(WinZip, video-card-things, etc.).

I'm not saying this is the problem for you, but do you know if you have any
other 'shell extension' items appearing on the context menu?

Another helpful test might be to run FileMon during the right-click, to see
if that casts any light on things.
