[TSVN] Bug: Repository Browser button in Merge dialog becomes disabled

1) Go to merge dialog

2) Choose INVALID URL for "from"

3) Choose VALID URL for "to"

4) Note that repository browser button for "to" is enabled at this
point

5) Check "dry run"

6) Click OK

7) Get error message "Cannot replace a directory from within"

8) Return to dialog, observe that "to" browser button is now disabled
