Exactly. We promoted ourselves so we would get first refusal on icons,
but if we grap 7 then TCVS are almost certainly going to lose out. So
they will promote their priority ...

And just because they grab more than their fair share doesn't mean we
have to as well.

The problem with the fallback is that we only 'lose' icons when they run
out. If we are still above TCVS in the priority scheme, we won't lose
anything, they will. That's when the war starts.

There was some talk about sharing overlays with TCVS. Did anyone work
out how to do that?
