It appears to be possible too. I've no experience with WiX at all (I
use NSIS), but I think you should ask at the WiX mailing list yourself
if it still doesn't work.

My understanding is that the Upgrade detection can set Properties when
detecting previous Products and then you can use those Properties to
condition out various things (like the Component that writes shortcuts to
the start menu).
