Given enough time and monkeys, I can provide a counter example.
Actually, I made the screen shot I attached for a second time because
I was unhappy with my first example. So, I re-opened a new Explorer
window, right clicked for the standard context menu (containing
TortoiseSVN item)... and repeatedly hoovered above that to have the
context sub menu to appear incorrectly. I just tried it again (no
restart after my initial mail sent), and I managed to get it once
more. (I just qualified for the monkey position :-)
