The issue tracker is deactivated (i.e. not used anymore). There's no way
to restrict people from filing new issues, so the day I spent more time
closing invalid issues than actually working on TSVN I decided to get
rid of it.

But your report is not lost: I keep all mails with bug reports / feature
requests in a separate folder "TortoiseSVN-TODO" - my kind of issue
tracker. Your mail is there too.
