Oh yes, we're going to have fun here.

Does the TSVN 'locked' symbol mean "It's locked by someone else, you can't
edit it" (we can't tell this without talking to the repos),

or does it mean "You haven't yet tried to ask for permission to edit this
so you can't" (this is the most likely, I think)

or does it mean "You've taken out a lock on this file so that you *can* now
edit it"

I haven't thought about this at all - it may already be clear.
