Since you have to _select_ the revisions you want to merge in the log
dialog, yes!

I was thinking that TSVN could help improve things a lot here. The
merge command only takes a range of revisions, so it isn't possible to
merge e.g. revision 100 and 102, but not revision 101 in one command.
But since TSVN would provide a way to select whatever revisions you
want for the merge, it would itself call the merge command multiple
times (if necessary of course). Also, the selected revisions are
automatically 'adjusted' so that the _selected_ revision is merged and
not just used as the starting revision.
