[TSVN] Encoding problems in log messages in TSVN 1.1.3

I've updated TortoiseSVN to 1.1.3.
Now, when I add log message (in Russian) it displays in "Show log" dialog box in
wrong codepage.
Same error occures using latest nighty.

Also log messages are displayed wrongly in "Log message History". Only messages
that i've entered using 1.1.2 are displayed properly.

I am using unicode version of tsvn. My OS is WinXP SP1.

PS. This bug doesn't occur on a computer with the same configuration (tsvn
1.1.3, WinXP SP1).
