It's not really the case the people just have to live with this.

1. TSVN has code in it to try and stop people committing this situation
into the repos, and if that isn't working, I'm interested in what's going on.

2. There is a pre-commit hook available for SVN to stop this too.

So people shouldn't have to suffer, though I do wish that this issue had
been better handled by SVN a long time ago.
