[TSVN] Config changes (was Commit performance)

Ouch, I just went to set this and forgot to uncomment [miscellany] and it
completely broke TortoiseSVN, ie context menu commands didn't work and I
couldn't get to the settings dialogs. I had to go back and find the config
file and edit it to fix it.

Is there any way to do a check on the config file when you are done editing
it? I guess you couldn't prevent the changes from taking effect unless you
made a backup copy and restored it, but you could warn the user that there
is a problem while they still have an easy way to fix it.
