[TSVN] could Tortoise block subversion upgrades?

hi,

I wanted to upgrade from Subversion 1.1.1 to 1.1.2, but it failed
because he couldn't overwrite the utf-8.so file in the iconv dir in the
subversion directory.

In the Subversion ML (user), someone suggested that I can remove
Tortoise and then upgrade.

Could it now be that Tortoise is blocking (locking) some subversion files?
