I googled a bit - the first hit for "calendar 2004" gave me this link:
http://www.timeanddate.com/calendar/custom.html?country=1&month=1&year=2004&hol=86073&moon=on&wno=1

Now if you go to that link (you might have to activate the week numbers
at the bottom of the page) then you will see that the US calendar shows
only 52 weeks for 2004 - so TSVN is correct showing only 52 weeks for
your OS/locale.
