If you only want to make changes to that one file, then you can just
edit the xml file and send the patch without trying to sort out the
build process. I will make sure it builds correctly. If you would like
to become a regular contributor, then you will need to download the doc
tools - approx 10 MB zip file.

Oops! I am not subscribed to the patches list anymore because my mailbox
filled up with language pack updates whenever I went away. Is it
possible to separate language patches from code patches?
