You just found it :-)

If you checkout https://svn.collab.net/repos/tortoisesvn/trunk/doc, you can
have a go at the server setup description. The documentation is written in
xml, using the docbook lite dtd. If you want to build the docs yourself you
need some extra tools which are available in the files & folders section on
tortoisesvn.tigris.org.

No please, that's not a good idea.

That would either be Simon Large or me, but even better send a patchfile
created with TortoiseSVN to patches@tortoisesvn.tigris.org, because one of
us will pick it up from there.
