If you want to call it really a bug, then it's not in TSVN but in the
Subversion library.

Your approach? What approach? You haven't mentioned anything on how to
do this. You just claimed it a bug.
Let's go back and check:

You mention here 'this is a simple to fix bug' - how do you know that?
Have you looked at the sourcecode just once?
And you don't mention an approach to solve this at all. You just expect
me to 'fix' this 'bug', even though it's not a bug but a consequence of
Windows being case-insensitive with filenames, but Subversion isn't (and
it can't be because it has to run on other OS too, not just windows).

Now, the FAQ clearly states how to work around such a situation. And if
you know how to use the CL client to do this (I guess you're doing a
server-side rename with the CL client?) - then you should also know how
to do this with TSVN: the repository browser does renames server-side too.
