[TSVN] 'File already exists' error message

First, I could not find any SVN documentation on error messages, either in
the SVN documentation file or in the TortoiseSVN documentation file.
Shouldn't some list exist somewhere ?

In my organization a user reported a "File already exists' error message
when doing a commit. What would cause this ? The explanation I received was
that he/she checked out a repository path, made some changes, attempted a
'commit', and then received this message. When I asked, they said they were
using TortoiseSVN, so I thought I would ask here. Since they are in another
location on the network, I can not manually try it from their machine.
