[TSVN] Tooltip balloons cause TSVN hang

Build 2142, using Win2K and 1 monitor.

In TSVN settings, hover the mouse over any control with a tooltip. CPU
usage goes to 100% and the dialog locks. I guess this is related to the
recent multi-monitor changes.
