[TSVN] Commit does not allow to show unversioned files

From: Norbert Unterberg <nepo_at_gmx.net>

TortoiseSVN 1.1.1, Build 2075, UNICODE

The new sticky "Show unversioned files" setting in the commit dialog
conflicts with the "There is nothing to do here" commit optimization.

When you have a working copy and you select "SVN commit", and the "Show
unversioned files" setting has previously been turned off, then TSVN
reports "nothing to do" even if there have been added unversioned files.
HOwever, you never get a chance to enable the "show unversioned files"
setting because TSVN closes the dialog before you can click on it.

Yes, you can always select "Add", but when you are used to that feature
of commit you find this new behaviour annoying.
