This is stored in the svn:ignore property. In Explorer, right click on
the folder, select Properties, Subversion tab, and then if there are any
ignored items you'll see the svn:ignore property listed. You can click
on it and then edit the values in the box below.

If your question's emphasis was on "each" (i.e. you want to see
svn:ignore in all directories) you'd best use "svn.exe proplist" on the
command line.
