No problem. As long as we get an answer, we can try to fix whatever
someone reports. Only if we don't get any answers, we have to give
up...

That can't be. If the language dll is missing, then it will 'fall
back' to the english language which doesn't use a language dll at all
but has all the resources build in the exe.
The only thing that comes to mind is a corrupted language file - try
setting the language to english in such a case.

Huh! That sounds really serious! I've never heard of such a problem
before, at least not if TSVN was installed correctly.
I guess you always did reboot after uninstalling/installing TSVN? If
yes, please run diskchk on your windows partition - maybe TSVN gets
installed on some bad sectors and that's why it's crashing? Just a
guess, but I'm running out of ideas...
